City of Irvine Updates Zoning to Support Research and Development Near Spectrum and Market Place

New zoning changes allow R&D uses by right in two major Irvine business districts

The City of Irvine has approved new zoning updates designed to make it easier for Research and Development companies to locate, expand, and invest in key business areas across the city.

Adopted in January 2026, the changes allow Research and Development land use by right in two large multi use districts. One is an approximately 1,400 acre area at the Market Place Center, and the other is an approximately 480 acre area near the Irvine Spectrum Center.

By permitting R&D uses by right, the City is aligning its zoning rules with how modern innovation companies operate. This update provides clearer and faster paths to occupancy for businesses that previously may have needed additional approvals to operate in these districts.

What Types of Businesses Are Included

Most Research and Development uses covered by the zoning updates include activities such as the development and testing of software, hardware components, medical devices, communication systems, electronics, and gaming technologies. These activities are typically conducted in professional or administrative office settings rather than industrial manufacturing facilities.

The newly enabled uses complement Irvine’s existing concentration of technology, MedTech, and healthcare adjacent companies, while maintaining compatibility with surrounding commercial and mixed use areas.
